Once upon a time, in a far far away land (a land full of nice people, ramen and yukatas), a magazine called Oricon decided to ask it's readers to take a quick poll. This majestic gesture of good will tried to gather all Japanese people around (men, women and young girls who give a darn about anime) and to ask them what anime character would they like to see in a spin-off.
